Our energy system has to be resilient against all manner of short-term shocks, from simple peaks in demand, to events such as flooding and cyber attacks. It also has to be resilient to events that affect interlinked industries, such as telecoms, and in the face of long-run issues such as climate change. That is a tall order – and potentially an expensive one.
