National Grid as System Operator (in both gas and electricity) has to take a cautious approach to security of supply. So does the Department for Business, Energy and Industrial Strategy. But there is such a thing as being too cautious, especially in an industry that is expected to evolve into a “smart, flexible system”, as BEIS, Ofgem and every other organisation agrees.
