Low income groups make a disproportionate contribution to levy costs because energy costs are a larger proportion of their income and because they can seldom use the cheapest tariffs, the Institute for Public Policy Research (IPPR) argues in a new report titled “When the levy breaks”.
The organisation has proposed six changes that would reduce the burden on billpayers and especially low income households.  They are:
• Introduce a public ownership option for new nuclear capacity to cut the cost of capital and  benefit the billpayer
