The secretary of state has refused an application for a development consent order for the White Rose carbon capture project. The project would have seen a new thermal generating station built next to Drax with carbon capture and storage (CCS). But the secretary of state said the project had no prospect of raising the necessary funding – because the government itself ended CCS funding in November 2015. The planning inspector’s report recommended that the project be given consent, but that was made before funding was withdrawn.
