Using value of lost load (VoLL) to assess the economic fallout of supply interruptions could lead to “highly suspect” calculations well short of the true socio-economic cost.
The House of Lords inquiry into the resilience of the UK’s electricity infrastructure was given that warning by John Roberts, the former United Utilities chief executive, representing the Royal Academy of Engineering in evidence to the Lords Select Committee on Science and Technology.
