Independent aggregators could be “free riders” in demand-side response under current European Commission proposals to open the market, according to new analysis by consultants DNV-GL. The report, produced for electricity suppliers’ organisation Eurelectric, said smaller suppliers could be hit by the EC proposals and asked the Commission to go back to the drawing board.
The issues centre on energy payments when independent aggregators sell demand-side response services.
